New details have emerged surrounding the tragic killing of Assistant Superintendent of Police (ASP) Emma Bagenda, the Officer-in-Charge of Ntawo Police Station in Mukono. Bagenda was gunned down on Sunday night in what police believe was a robbery-related attack. The case has been categorized by Mukono Police Division as both murder and aggravated robbery, with investigators working diligently to uncover the circumstances behind the fatal shooting.

The incident occurred at around 10:25 pm on Ntawo Road in the Ntawo Cell trading center, Mukono Municipality. According to the official report (MKN CRB 1708/2025), Bagenda and his colleague, Police Constable Jackson Kiyingi, were responding to a tip-off about a robbery taking place on Nakabago Road. The two officers, who were traveling on a motorcycle, spotted two suspects fleeing the scene on a different motorcycle. The officers attempted to intercept the suspects, but the criminals ignored their orders and accelerated their escape.

As the suspects sped away, a pursuit ensued, with Bagenda pushing ahead of Kiyingi. At some point during the chase, Kiyingi was thrown off their motorcycle, falling into an open trench. Despite his injuries, Kiyingi managed to survive and was taken for medical treatment first at Mukono General Hospital and later at Nakasero Hospital in Kampala. Meanwhile, Bagenda continued to follow the suspects, but he could not be located immediately after the pursuit.
In the absence of Bagenda, the Mukono District Police Commander launched a coordinated search, with support from officers in CID, SOCO (Scene of Crime Officers), operations personnel, and K9 teams. It wasn’t until hours later that Bagenda’s body was discovered, lying face down in a pool of blood along Ntawo Road, not far from the original crime scene. The body showed clear signs of a gunshot wound to the head, and spent cartridges were found nearby, confirming that the attack was carried out with a firearm.
Early investigations suggest that the officers had confronted the suspects, who were believed to have been traveling from Nasuti Town. Police suspect that PC Jackson Kiyingi was the first to be shot and that he fell into the trench near the Ntawo-Nyenje Road junction, likely as a result of the gunfire. Moments later, ASP Bagenda, who had continued his pursuit, was fatally shot as the suspects fled the area.
At the time of his death, ASP Bagenda was described as wearing his police uniform, including a dark blue jacket, a grey T-shirt, black trousers, and a single shoe on his left foot. It is believed that during the attack, his assigned firearm, as well as Kiyingi’s, was taken by the assailants. The loss of their weapons further complicates the investigation, as the stolen firearms could potentially be used in other criminal activities.
The crime scene was carefully documented by the police, and key pieces of evidence were collected, including four spent cartridges. ASP Bagenda’s remains were subsequently transferred to Mulago City Mortuary, while PC Kiyingi, though injured, was referred to Nakasero Hospital for further treatment. His condition is reportedly stable, though he is still recovering from his injuries.
The investigation into the murder remains active, and police have expressed confidence in their ability to apprehend those responsible. Authorities plan to revisit the crime scene in the coming days to gather additional evidence. They are also reviewing CCTV footage from nearby areas in an attempt to track the movements of the suspects and their motorcycle. Investigators hope that the footage will reveal crucial details, including the registration number of the motorcycle used by the assailants.
In addition to the video footage, police are compiling cluster information from local residents and businesses in the area. They are also reaching out to potential witnesses who may have seen or heard something related to the crime. As part of their efforts, law enforcement is working to piece together the timeline of events leading up to Bagenda’s death and identify any links to other ongoing criminal activities in the region.

The murder of ASP Emma Bagenda has shocked the local community, particularly in Mukono, where he was known for his dedication to duty and service. Colleagues and residents alike have expressed grief over his untimely death. As the investigation progresses, the police have assured the public that they will do everything possible to bring the perpetrators to justice.
This killing is another stark reminder of the dangers faced by law enforcement officers, especially when responding to crimes like robbery and armed violence. As police continue to probe deeper into the circumstances surrounding Bagenda’s death, the public hopes for swift justice and that those responsible will be caught and held accountable for their actions.
