Karamoja Ushers in a New Era with the Unveiling of the Karamoja Peace and Technology University Project (KAPATU)

On November 23, 2025, a significant milestone in the development of Karamoja and the broader Ateker region was achieved with the official unveiling of the Karamoja Peace and Technology University (KAPATU). The grand ceremony, held in Losilang, Kotido Municipality, was attended by thousands of residents, local leaders, cultural representatives, and development partners, all gathered to celebrate the launch of a project that promises to transform the region.

Prime Minister Emeritus Rt. Hon. Amama Mbabazi represented President Yoweri Museveni, who could not attend due to prior commitments. In his address, Mbabazi conveyed the President’s strong support for KAPATU, emphasizing the government’s commitment to the university’s success and its role in Karamoja’s long-term development.

A Historic Moment for Karamoja’s Education and Peace

The ceremony began with a Holy Mass, led by Archbishop Emeritus of Gulu, Rt. Rev. John Baptist Odama, which set a spiritual tone for the occasion. Rt. Hon. Mbabazi, who is also KAPATU’s Chief International Fundraiser, spoke about the government’s dedication to transforming Karamoja through education, peacebuilding, and skills development. He underscored that the university aligns perfectly with national development goals, particularly those aimed at enhancing peace, fostering industrial growth, and empowering the youth.

Delivering President Museveni’s message, Mbabazi highlighted that the establishment of KAPATU marks a crucial step in the region’s journey toward stability and prosperity. He emphasized that education remains the most powerful weapon against poverty, violence, and social instability, making KAPATU a key part of the government’s vision for a peaceful and prosperous Karamoja.

KAPATU’s Role in Karamoja’s Future Development

KAPATU is not just a university; it is designed as a transformative engine for social and economic change in the region. The university will blend formal education with peacebuilding, skills development, health education, human rights training, and modern science and technology. The goal is to equip the people of Karamoja—especially youth, women, former warriors, and other vulnerable groups—with the skills and knowledge they need to become self-reliant and active contributors to regional growth.

Rt. Hon. Mbabazi emphasized that the university’s impact will go beyond academics. “KAPATU will address the root causes of conflict in Karamoja, including unemployment, cultural misunderstandings, and lack of economic opportunities,” he said. By providing education and technical skills, the university aims to offer alternatives to violence and create pathways for sustainable livelihoods. With Karamoja’s vast natural resources, including mineral deposits and livestock, KAPATU will also prepare graduates to manage these resources responsibly.

International Collaboration and Financial Backing

The KAPATU project is a joint initiative involving multiple stakeholders, including the Catholic Dioceses of Kotido and Moroto, the Catholic Lawyers Society International (CLASI), and the Ugandan government. Conceived in 2014 by CLASI, the university project was officially launched in April 2023 during a ceremony presided over by Vice President Maj. Jessica Rose Alupo, who also laid the foundation stone for the university in Losilang later that year. President Museveni serves as KAPATU’s Founding Chancellor, with Vice President Alupo as Deputy Founding Chancellor and Chief Promoter.

The project has garnered significant international support, with over USD 200 million already secured for crucial development projects in Karamoja. Among these is the KAPATU ERUPE Presidential Initiative, a water project designed to channel water from Lake Bisina to Karamoja. This initiative aims to support agriculture and improve the living conditions of local communities by providing water to homesteads, kraals, and trading centers across the region.

Karamoja’s Bright Future: A Beacon of Hope

Kotido District Chairperson, Lote Paul, spoke passionately about the university’s potential to change Karamoja’s future. He commended President Museveni for his leadership in supporting the initiative and emphasized that KAPATU symbolizes hope and progress for a region that has long struggled with conflict and underdevelopment. “This university is more than just an academic institution,” Lote said. “It is a powerful tool for peace, stability, and prosperity. Education and transformation go hand in hand, and KAPATU will help break the cycles of violence and poverty that have plagued the region for generations.”

Lote also acknowledged the critical support of the Ethiopian government and other international partners, whose collaboration has been essential to making KAPATU a reality.

A Holistic Approach to Sustainable Development

KAPATU is designed to be a holistic institution that not only focuses on formal education but also promotes peace, mental health, and community resilience. Experts believe that by combining education with peacebuilding, the university will address the long-standing challenges faced by Karamoja, including unemployment, cultural misunderstandings, and a lack of economic opportunities. With its focus on technical skills and peace education, KAPATU aims to empower Karamoja’s youth to become leaders who can drive the region’s development in a sustainable and peaceful manner.

Rev. Dr. Mugisha Kagume, the Deputy Executive Director of the National Council for Higher Education (NCHE), also addressed the gathering, announcing that KAPATU had formally applied for a Provisional License to begin academic operations. Dr. Kagume confirmed that the NCHE had granted KAPATU a Letter of Interim Authority in 2024, allowing the university to begin infrastructure development and human resource mobilization.

A Vision Beyond Karamoja: Global Recognition

KAPATU’s ambition is to become a globally recognized center for peacebuilding, innovation, and transformative education. As Chief International Fundraiser, Rt. Hon. Mbabazi expressed his commitment to ensuring that KAPATU not only benefits Karamoja but also serves as a model for peace and development across the entire region. “KAPATU’s goal is to become a global center of excellence, known for producing peacebuilders, innovators, and professionals who can contribute to the development of the entire Ateker region and beyond,” he said.

With the official launch of KAPATU, Karamoja stands on the threshold of a new era. This university offers more than just an opportunity for higher education—it is a symbol of hope, peace, and transformation for a region that has long been neglected. Through education, innovation, and peacebuilding, KAPATU is poised to shape a brighter future for the people of Karamoja and the wider Ateker region.
