On November 23, 2025, Karamoja marked a historic moment as the Karamoja Peace and Technology University (KAPATU) officially opened its doors in Losilang, Kotido. Although President Yoweri Museveni was unable to attend due to other engagements, Prime Minister Emeritus Rt. Hon. Amama Mbabazi delivered a heartfelt message on behalf of the President, reaffirming the government’s strong commitment to the university and its transformative role in the region’s future. The event, which included a mass led by Archbishop Emeritus Rt. Rev. John Baptist Odama, attracted thousands of local residents, leaders, and international partners, all coming together to celebrate a new era of opportunity for Karamoja.
Rt. Hon. Mbabazi, also serving as the Chief International Fundraiser for KAPATU, spoke passionately about the university’s significance. He emphasized that KAPATU is not just an academic institution but a powerful engine of peace, technology, and economic development for the region. He highlighted that the university’s establishment directly supports Uganda’s national development goals, particularly in addressing the pressing challenges facing Karamoja, such as poverty, insecurity, and limited educational opportunities. By providing the youth with essential skills in peace-building and technology, KAPATU aims to empower a new generation of leaders who will drive the region’s transformation.
The opening of KAPATU comes at a critical time for Karamoja, a region rich in resources but historically held back by decades of conflict and underdevelopment. Local leaders, such as Kotido’s RDC, Mr. Charles Ichogor, expressed their belief that KAPATU will be pivotal in bringing lasting peace and development to the area. The university’s curriculum, which blends peace education, technological innovation, and community resilience, is designed to equip students with the tools they need to overcome the region’s historical challenges and become agents of change in their communities.
Bishop Dominic Eibu of Kotido Catholic Diocese, who will serve as KAPATU’s first president, spoke passionately about the university’s vision. He emphasized that KAPATU would not only produce highly skilled professionals but also foster leaders who will work to heal the social wounds of Karamoja. By focusing on peace-building, human rights, and sustainable development, KAPATU aims to create a new generation of thinkers and leaders who will help build a more united and prosperous Karamoja. Rev. Fr. Prof. Callisto Locheng, the Vice Chancellor-designate, echoed this vision, expressing pride in the university’s collaborative approach, which involves local, national, and international partners working together to ensure its success.
Hon. Loki Peter Abrahams, the MP for Jie Constituency, expressed strong support for the university’s opening, emphasizing its potential to address the region’s educational and economic challenges. He noted that KAPATU would empower young people to access quality education and vocational skills, which would in turn open doors to better employment and entrepreneurial opportunities. Hon. Abrahams also shared that President Museveni had announced a plan to pardon 900 Karacunas, youth involved in cattle rustling, providing them with a chance for reintegration into society through education and community involvement.
For the people of Karamoja, the opening of KAPATU represents a long-awaited opportunity to access higher education without leaving the region. In the past, many young people from Karamoja had to travel long distances to central Uganda to pursue university studies, facing significant financial and logistical obstacles. With KAPATU now offering world-class education in the heart of Karamoja, students can stay close to home while gaining the knowledge and skills they need to contribute to their community’s development. Hon. Lokii John Baptist, the NRM vice-chairperson for Karamoja, described the university’s opening as a historic achievement for the region, noting that it marks the first time Karamoja will have its own public university.
Kotido District Chairperson Lote Paul praised the opening of KAPATU, calling it a beacon of hope for Karamoja’s future. He emphasized that the university’s impact will extend far beyond education, playing a critical role in addressing the region’s deep-rooted challenges of insecurity, unemployment, and poverty. By integrating peace-building into its curriculum, KAPATU will not only provide academic training but also foster unity and collaboration across communities. Lote also recognized the vital contributions of international partners, including the Ethiopian government, whose support has been instrumental in bringing the university’s vision to life.
KAPATU’s opening marks the beginning of a new chapter for Karamoja. With its unique focus on peace-building, technology, human rights, and sustainable development, the university is designed to equip students with the skills needed to address the region’s most pressing issues. By offering education that empowers youth, women, former warriors, and marginalized groups, KAPATU is set to become a driving force for social and economic inclusion. With over $200 million already secured for development initiatives like the KAPATU ERUPE Presidential Initiative, which aims to bring water from Lake Bisina to Karamoja, the university is poised to play a central role in the region’s broader development strategy.
As KAPATU opens its doors to the first cohort of students, it stands as a symbol of hope and renewal for Karamoja. The university’s innovative approach to education and community development will not only shape the future of the region but also serve as a model for other conflict-affected areas.
