ARUA: SATURDAY, NOVEMBER 22, 2025

There is growing confidence in the campaign team of Eng William Tailor Tiyo Odaa after two weeks of canvassing for votes in which they traversed 52 villages in the former Aroi sub county.

As they prepare to move on to Manibe area, campaign officials are openly speaking of smelling a win, citing the community response that has consistently been massive.

David Anguyo, one of the influential mobilizers in Tiyo’s campaign team said Tiyo is enjoying a solid support in Aroi because there is no development project that can be attributed to the Member of Parliament he is slated to replace.

He said for instance in 2020, the Isoko people prioritized safe water in the village development plan that was incorporated into the parish development plan and eventually the Aroi sub county annual development plan.

But since then there has been no feedback to the people as they continue to scramble for water with domestic animals from the unprotected Odayi stream.

During his last rally in Aroi on Saturday, the residents told Eng. William Tiyo Odaa that they are waiting for January 15, 2026 to vote him.

However they asked him to prioritize safe water in his post-election program so that they stop drawing drinking water from Odayi stream.

The locals also requested for programs to change the behavior of the youths, support the expectant mothers by constructing a health center and open a community access road.

In fact the community has come up with a sh300,000 budget to buy cassava flour, beans and sweet potatoes and mobilize residents to open the road on their own initiative.

Eng Tiyo expressed gratitude to the people of Aroi for the extraordinary support and told them to look forward to the post-election life in which as their MP, he will identify with them in moments sorrow and merry making.

Tiyo said in deed what the people need from politicians is relevant information to open their eyes about government programs to enable them to participate in development and improve livelihoods.

He put emphasis on youth skills by utilizing the presidential skilling hubs that he noted have not benefited the Aroi people because the leaders never took the information to the people.

He said by God’s grace he will mobilize resources to address some of the most pressing issues such as safe water, youth skilling and inadequate teachers’ houses at Aroi Primary school.

Tiyo said that whereas the government policy does not provide for boreholes to be drilled in urban centers, the rural nature of the outskirts of Arua City especially in Ayivu East will still require some boreholes for which he will liaise with the City and Division council to implement.

He emphasized the need to extend electricity to all the parts of Ayivu East Constituency. “You need electricity for lighting, welding, refrigeration, phone charging among others,” he said.

Tiyo acknowledged that the government has already established a power substation at Muni in Oluko and pledged that he will see into it that this power is taken to rural areas to households in the next five years.

To address household incomes, Eng Tiyo rallied the people to take Parish Development Model seriously while he offered to ensure through monitoring that the program is effectively implemented.

The government brought for you sh100m per parish or ward in Parish development model. However the distribution has not been evenly and so president Museveni has authorized increment and additional sh15m for leaders.

“I will be a leader who ensures that PDM is implemented without cheating,” he assured the people.
